The Starlink India Launch plan has received a fresh boost after Elon Musk’s satellite internet company reportedly reapplied to Indian authorities for approval of its next-generation satellite constellation. Operated by SpaceX, Starlink is seeking regulatory authorisation for its Gen 2 network, which could bring advanced satellite broadband and D2D Connectivity capabilities to India.
The development is important because Starlink has been working toward entering the Indian market for several years. While the company has already received important telecommunications approvals, commercial services still depend on additional regulatory, security and spectrum-related clearances.
Why Starlink Has Reapplied In India
According to reports, Starlink has submitted a fresh application to IN-SPACe, India’s space-sector regulator, for its Gen 2 satellite constellation. The proposed network involves nearly 30,000 satellites operating in Low Earth Orbit (LEO), with the reported application covering satellites at altitudes of approximately 340 to 615 kilometres.
Starlink had previously sought approval for both Gen 1 and Gen 2 networks. In July 2025, IN-SPACe approved the Gen 1 constellation for conventional satellite broadband, while the earlier Gen 2 application was not cleared because of issues involving certain technical features and spectrum bands. The latest application appears to reflect Starlink’s renewed attempt to meet India’s evolving regulatory requirements.
What Is D2D Connectivity?
One of the most significant aspects of the new application is D2D Connectivity, or direct-to-device connectivity. Unlike traditional satellite internet, which generally requires a dedicated satellite terminal or dish, D2D technology is designed to connect compatible mobile devices directly with satellites.
Starlink’s Direct to Cell technology is intended to allow satellites equipped with cellular-network capabilities to work similarly to mobile towers in space. This could eventually enable compatible smartphones to access connectivity in locations where conventional cellular infrastructure is unavailable.
However, D2D does not mean that every smartphone will automatically connect to Starlink. Device compatibility, spectrum availability, telecom partnerships, network capacity and government approvals will all influence how the service works in India.
Starlink Already Has Important Indian Approvals
The Starlink India Launch story is not starting from zero. The Indian government confirmed in January 2026 that Starlink Satellite Communications Private Limited had received a Unified Licence with authorisation for Global Mobile Personal Communications by Satellite (GMPCS) services.
This is a major regulatory step, but it does not automatically mean that Starlink can immediately begin commercial operations. Satellite communication providers still need to satisfy other requirements, including security clearance and spectrum-related conditions.
India is also developing its broader framework for satellite communication services. TRAI has been consulting on satellite communication network authorisation and spectrum assignment, while D2D services remain an important regulatory issue.
Why D2D Could Matter For India
India has a large and geographically diverse population, including communities in mountainous, rural, coastal, border and other difficult-to-connect regions. Satellite communication could help extend connectivity to locations where building traditional terrestrial infrastructure is challenging or expensive.
The government has previously highlighted satellite communication as a potential solution for improving connectivity in underserved and unserved areas and helping address last-mile digital access.
D2D could take this opportunity further by reducing the dependence on dedicated satellite equipment. If regulations and technology align, compatible mobile phones could potentially receive satellite connectivity in areas outside conventional cellular coverage.
The technology could also have applications during natural disasters and emergencies, when terrestrial networks may be damaged or unavailable. Starlink has argued in its TRAI submission that D2D could support connectivity expansion, disaster recovery and resilient emergency communications.
Regulatory Approvals Remain The Key Challenge
Despite the latest development, the Starlink India Launch should not be interpreted as an immediate commercial launch announcement. Several regulatory elements still need to come together.
Security clearance, spectrum assignment and other regulatory requirements have been among the issues affecting Starlink’s Indian entry. Earlier reporting indicated that the company had received important approvals from IN-SPACe and the Department of Telecommunications but was still awaiting additional clearances.
