Officials said that the new guidelines are based on suggestions from states and union territories to the Prime Minister Narendra Modi. As per the new guidelines now the state and union territory governments can categorize Red, Orange and Green zone according to the parameters set by Union Health Ministry.

Inside the red zone, buffer zone and containment zones will be made by the district administration or local urban bodies. In the containment zones, strict perimeter control is permitted and the movement of people is not allowed except for essential and emergency cases. Buffer zones are areas nearby the containment zones where new cases are more likely to appear.

It is up to local authorities to open shops and markets with staggered timings, practice of social distancing and other standard hygiene. More than 5 people won’t be allowed at one time in a shop. Night curfew of 7 PM to 7 AM will still be intact.
