The Delhi High Court has delivered a major setback to Telegram by upholding the Centre’s temporary ban on the messaging platform ahead of the NEET-UG 2026 re-examination. The decision comes amid growing concerns over exam-related fraud, paper leaks, and the circulation of misleading information that could impact one of India’s most important medical entrance examinations. According to the Court, the government’s action was justified considering the extraordinary circumstances surrounding the upcoming NEET-UG re-test.
Why Was Telegram Banned Before The NEET-UG Re-Exam?
The Centre imposed a temporary restriction on Telegram after authorities alleged that organized cheating networks were using the platform to circulate fake question papers, leaked examination material, and misleading information related to the NEET-UG 2026 re-examination. The National Testing Agency (NTA) reportedly recommended strict action to safeguard the integrity of the examination process.
Government officials argued that Telegram’s technical features, including channels, bots, and message-sharing capabilities, made it easier for fraudsters to spread unauthorized content on a large scale. As a result, access to Telegram was temporarily restricted until June 22, shortly after the scheduled NEET-UG re-test on June 21.
Delhi High Court Supports Centre’s Decision
While hearing Telegram’s challenge against the restriction, the Delhi High Court examined whether the government’s action was lawful and proportionate. Justice Tejas Karia concluded that the Centre had acted within its powers under Section 69A of the Information Technology Act and had followed the required legal procedure. The Court held that the temporary restriction was necessary to address the emergency situation and protect the examination process from further irregularities.
The Court further observed that the government’s decision satisfied the test of proportionality and was one of the least restrictive measures available under the circumstances. Consequently, Telegram’s plea against the ban was dismissed.
Telegram’s Stand On The Ban
Telegram strongly opposed the government’s action and argued that millions of legitimate users were being affected because of the misconduct of a small group. The company informed the Court that it had already removed hundreds of unlawful NEET-related links and had implemented proactive measures, including artificial intelligence and machine learning tools, to detect and remove problematic content.
The platform also maintained that restricting access to Telegram would not completely stop the spread of leaked materials, as such activities could easily move to other online platforms. Despite these arguments, the Court ultimately sided with the Centre.
