The Tirupati Laddu Ghee Adulteration case has taken a fresh turn after the Enforcement Directorate (ED) arrested Kailash Chand Mangla, promoter of Sukriti Foods, in connection with its money laundering investigation into the alleged supply of adulterated ghee to the Tirumala Tirupati Devasthanams (TTD).
According to the ED, the ghee allegedly used in preparing Tirupati Laddu prasadam was manufactured using refined palm oil, palmolein, palm kernel oil and several chemical substances rather than genuine cow ghee. Mangla was arrested by the ED’s Hyderabad office on September 17, 2026, and was subsequently produced before a special Prevention of Money Laundering Act (PMLA) court in Visakhapatnam, which sent him to judicial custody.
What the ED Investigation Found
The latest ED investigation focuses on alleged irregularities in the procurement and supply of ghee to TTD between 2019 and 2024. The agency has alleged that fraudulent ghee supplies during this period were valued at around ₹230 crore.

The ED further alleged that approximately ₹96 crore worth of adulterated ghee was manufactured by Kailash Chand Mangla. According to the agency, the product was subsequently presented as Agmark Special Grade Cow Ghee for supply to TTD.
The allegations have intensified scrutiny of the supply chain involved in the preparation of the famous Tirupati Laddu, which is distributed as prasadam at the Tirumala temple.
Palm Oil Ghee and Chemicals Allegedly Used
A key aspect of the case concerns the composition of the alleged Palm oil ghee. The ED stated that the adulterated product was allegedly manufactured using refined palm oil, palm kernel oil and palmolein.
The agency also named several chemical substances allegedly used during the manufacturing process, including MG-90, monoglycerides, Myvacet Soft 400 and acetic acid ester. According to the ED, these ingredients were used to manufacture a product that was subsequently supplied as cow ghee.
These claims form part of the ongoing investigation and remain allegations against the accused at this stage.
Kailash Chand Mangla and Sukriti Foods
Kailash Chand Mangla, the promoter associated with Sukriti Foods, is the latest person arrested in the investigation. The ED has alleged that Mangla facilitated the procurement of adulterants and manufactured the alleged adulterated ghee at his factory premises.
The agency has also alleged that he coordinated supplies through entities including Sri Vyshnavi Dairy Specialities, Malganga Milk & Agro Products and A.R. Dairy Foods. Investigators are examining the relationships between these entities and the broader supply chain.
Alleged TTD Fraud and False Records
The investigation also involves allegations of falsified documentation. The ED has claimed that records relating to the purchase and sale of ghee and refined palm oil were allegedly created or maintained in a manner intended to conceal the use of adulterants.
According to the agency, these records allegedly created the appearance that genuine cow ghee was being manufactured and supplied. The allegations are part of the wider TTD fraud investigation arising from the suspected adulteration and fraudulent supply of ghee.
Money Laundering Investigation Continues
The case has also moved into the money laundering domain. The ED’s proceedings are being conducted under the Prevention of Money Laundering Act, with the agency examining the financial transactions associated with the alleged adulterated ghee supply network.
Mangla’s arrest follows the earlier arrest of Vipin Jain, promoter and director of Bhole Baba Organic Dairy Milk, in the same broader investigation. The ED is continuing to examine the alleged procurement, manufacturing, documentation and distribution chain.
What Happens Next?
The Tirupati Laddu Ghee Adulteration investigation is still developing. The ED’s allegations will be subject to further legal proceedings and scrutiny as the case progresses.
The latest developments have placed the sourcing and quality-control processes for ghee supplied to TTD under renewed attention. Further investigation could provide more information about the alleged financial transactions, intermediary entities and the overall supply network.
For now, Kailash Chand Mangla’s arrest and the ED investigation into Sukriti Foods represent another significant development in the wider TTD ghee adulteration case.
