What is the New India Literacy Programme?


The New India Literacy Programme (NILP) is a new scheme that was recently launched by the Government to focus on Education for All.

What are the features of the scheme?

1. It is a Centrally Sponsored Scheme meaning that the bulk of the funding and goal setting will be done by the Central government. The state government plays a supportive role by ensuring the implementation of the scheme.

2. The period for NILP is FYs 2022-2027. It has received a budgetary allocation of 157 crores in the latest Union Budget 2023 that was presented by the Finance Minister Nirmala Sitharaman on 1 st February.

3. The NILP will focus on Education for All.

4. The scheme will target all non-literates, of age 15 years and above.

5. The programme is targeting to cover five crore learners in the five years of its working.

NILP and NEP 2020

The NILP scheme also aligns with the recommendations of National Education Policy (NEP) that aims to achieve 100% youth and adult literacy.

What are the objectives of the scheme?

There are five major objectives of the scheme, they are

1. To focus on foundational literacy and numeracy.

2. To impart essential and major life skills such as financial literacy, legal literacy, healthcare and awareness, family welfare etc.

3. The scheme also works on basic education till class 12.

4. Vocational skills also form an important objective of the scheme as vocational training will allow job procurement.

5. NILP will ensure a continued education where the beneficiaries of the schemes will engage in post schooling educational courses such as art, science, sports, culture and more. How will the scheme work?

The basis of the scheme is volunteerism. The first step is to identify the beneficiaries and the volunteer teachers and then training the teachers. National Council of Educational Research and Training (NCERT) will provide all the content for the scheme and the teaching material will be available on DIKSHA portal developed by them.

Why is the scheme important?

According to the 2011 Census, the non-literates in the country (15 years and above age group) stand at 25.76 crores. The implementation of Saakshar Bharat from 2009 to 2018 also estimates that 18.12 crore youngsters were still left of its purview and continue to be non-literate.

Such high numbers of non- literacy among the youth is worrisome and we need to build a strong base where the majority of this the population does get education. The implementation of the scheme is really significant and hopefully it will help in achieving the goals made by the National Education Policy.
