Instructions has been given by Narendra Modi government to ministries that all issues should through the junior ministers before they land on the Cabinet minister’s desk.
This has been done in order to empower the ministers of state.
Generally, junior ministers does not have any key role in making decisions as their job is confined to answering a few Parliament questions, dealing with issues related to official languages and giving assurances, in other words very little substantive work.

Even the bureaucrats did not take the ministers seriously.
After seeing this Modi ensures that all 36 ministers of state gets involved in every aspect of decision making.
However, issues regarding urgent or immediate attention like starred questions, calling attention motions, VIP references addressed to the minister would be submitted directly to the cabinet minister.
