Quad Condemns Pahalgam Terror Attack, Demands Justice for Perpetrators.

The Quad grouping member countries namely India, Australia, Japan, and the USA have strongly looked down upon the gruesome act of terror that occurred in the town of Pahalgaum in Jammu and Kashmir on April 22, 2025. The bomb that killed 26 innocent civilians including 25 Indian and a Nepali citizen besides injuring some has been strongly condemned and all the four countries have spoken in one voice demanding justice.
On a joint statement released by the leaders of the Quad after their recent meeting of Foreign Ministers in Washington, they conveyed their saddest messages to the families who lost their loved ones as well as to those who were hurt in the process. They not only strongly condemned any terrorism and violent extremism in their entire forms and identities, but clearly the cross-border terrorism. This firm position is the repeated undertaking of the Quad to deal with terrorism as an eminent threat to regional and international peace and security.
Of special note is the attack in one of Pahalgam tourist resorts which has been described to be heinous with claims being given that the militants were attacking Hindu tourists who were singled due to their religion. This is intentional sectarian violence and it highlights the inhuman cruelty and indiscriminate acts of terrorism. After the assault, India initiated a very strong counter-terrorism exercise, which came to be known as the operation Sindoor, this operation was meant to destroy the terror infrastructure which was involved in the attack.

According to a joint statement by the Quad, there was an encouraged resolve to ensure that those who carried out this despicable act, those who organized and those who financed it face justice swiftly. They encouraged all the member states of United Nations to co-operate fully with the concerned authorities congruent to their international legal responsibilities and other United Nations Security Council resolutions to make them accountable. Although the statement did not mention any specific country, it implicitly emphasized the fact that every country had to literally take practical steps towards combating terrorism originated in their countries.
India’s External Affairs Minister, S. Jaishankar, who is part of the Quad meeting, pointed out India’s right to protect its people from terrorism, and referred to the recent counter-terrorism operations. He emphasized the necessity for a “zero tolerance” approach to terrorism, stating victims and perpetrators cannot be equated. This strong position from India echoed with its Quad partners as all members reiterated their joint commitment to tackling that aspect of security.

As well as the immediate condemnation of the Pahalgam attack, the Quad meeting also seemed to deal with broader issues of security and stability in the Indo-Pacific, with leaders reaffirming their common vision for a free, open and secure Indo-Pacific. They stressed the importance of upholding international law, sovereignty and territorial integrity. And they reiterated their strong opposition to unilateral attempts to change the status quo by force or coercion, including in the East China Sea and South China Sea. The condemnation of the Pahalgam attack while also serving as a harsh reminder of the diversity of security threats to the region and the undivided stance of the Quad against them.
