India launched attacks on nine targets in Pakistan and Pakistan-occupied Kashmir because of intelligence that these areas were actively aiding terrorist activities in India, counterterrorism officials said. 

Jaish-e-Mohammed (JeM) Hizbul Mujahideen and Lashkar-e-Taiba (LeT) are among the anti-India terrorist groups that have been secretly receiving assistance from the Pakistan Army and its Inter-Services Intelligence (ISI) agency. According to officials this support consists of direct combat training in addition to methodically coordinated military doctrinal logistical and financial assistance. The Resistance Front (TRF) Peoples Anti-Fascist Front (PAFF) Kashmir Tigers (KT) and other groups now operate training camps that are frequently visited and overseen by Pakistani military officers. in order to hide from international attention and disguise their terrorism as a local resistance operation. 

Infrastructure hidden inside government buildings provides crucial support for these groups. Under the pretense of Basic Health Units (BHUs) and Primary Health Centers (PHCs) a number of the training camps and launch pads that were the focus of Operation Sindoor are currently being held close to army installations and cantonment areas. 

Terrorist organizations have received military-grade communication devices. According to officials, high-frequency communication systems used for planning and coordinating with infiltrated terrorists are located in targets like Sarjal-Tehra Kalan. Establishments deep within Pakistan like Markaz Taiba of LeT in Muridke and Markaz Subhan Allah of JeM in Bahawalpur are using institutional support to carry out religious indoctrination and other support activities including funding propaganda and recruitment. In addition to housing senior commanders these areas are also hubs for radicalization and intelligence and armaments handling training. Additionally leaders of these organizations have used these spaces to give anti-Indian speeches. One example of this is Masood Azhar the leader of the JeM who spoke at Markaz Subhan Allah in Bahawalpur in December 2024.

According to officials high-frequency communication systems used for terrorists planning and coordination are located in targets like Sarjal-Tehra Kalan. Markaz Taiba of LeT in Muridke and Markaz Subhan Allah of JeM in Bahawalpur are two examples of institutions deep within Pakistan that are providing institutional support for religious indoctrination and other support activities including recruitment funding and propaganda. Senior commanders live in these areas which also act as training grounds for intelligence and weaponry handling as well as centers for radicalization. Additionally leaders of these organizations have used these spaces to give anti-Indian speeches. One example of this is Masood Azhar the leader of the JeM who spoke at Markaz Subhan Allah in Bahawalpur in December 2024. 

Pakistan Army Special Services Group (SSG) is training in jungle and guerrilla warfare at camps like Raheel Shahid in Kotli and Syedna Bilal and Shawai Nallah in Muzaffarabad, officials said.

1. Bahawalpurs Markaz Subhan Allah

This has been JeMs primary training and indoctrination facility since 2015. It acts as JeMs operational headquarters and is connected to the planning of operations such as the February 14 2019 Pulwama attack. JeM Chief Maulana Masood Azhar de facto chief Mufti Abdul Rauf Asghar Maulana Ammar and other family members reside in the facility. Masood Azhar has called on young people to join Islamic jihad in a number of his anti-Indian speeches here. JeM frequently uses this location for religious, physical and armed training.

2. Muridke and Taiba Markaz

LeTs primary training facility Markaz Taiba was founded in 2000 in Nangal Sahdan Muridke (Sheikhupura Punjab). For recruits from both inside and outside of Pakistan it offers religious indoctrination and arms training. 

Approximately 1000 students are enrolled in a variety of courses each year. According to reports Osama bin Laden provided funding for the building of a guesthouse and mosque inside the complex. Conspirators David Headley and Tahawwur Rana were housed at the facility which also provided training to Ajmal Kasab and other 26/11 Mumbai attackers.

3. Tehra Kalan Sarjal

A PHC in Tehra Kalan village serves as the operating base for this JeM launching facility which is situated in Shakargarh Tehsil Narowal District (Punjab Pakistan). It is used for tunnel construction drone operations and the smuggling of weapons and drugs. It is located in JandK close to the Samba sector approximately 6 km from the International Border. Mufti Abdul Rauf Asghar is in charge of the site which is visited by prominent JeM leaders like Kashif Jan and Mohammad Adnan Ali (@Doctor).

4. In Sialkot the Mehmoona Joya Facility

In Head Marala Sialkot District the Hizbul Mujahideen (HM) facility is part of the Bhutta Kotli Government BHU and is used for infiltration into Jammu. This facility provides cadets with training in terrorist tactics and weapon handling. Mohammad Irfan Khan (@Irfan Tanda) who holds command of the facility has been connected to several attacks in the Jammu area. There are always 20 to 25 militants stationed at the facility.

5. Barnala Bhimber and Markaz Ahle Hadith

This LeT facility located on Kote Jamel Road outside of Barnala is used to infiltrate weapons and personnel into the Poonch–Rajouri–Reasi area. It can accommodate 100–150 cadres and serves as an operational staging area. From here LeT agents like Anas Jarar, Qasim Khanda and Qasim Gujjar (@Mahrore) work under the supervision of higher-ranking commanders.

6. Kotli and Markaz Abbas

Hafiz Abdul Shakoor (@Qari Zarrar) a shura member and close aide of Mufti Abdul Rauf Asghar is in charge of this JeM facility which is also known as Markaz Saidna Hazrat Abbas Bin Abdul Mutalib. It can hold between 100 and 125 JeM agents and acts as a central location for organizing and starting infiltration operations into the Poonch–Rajouri area. NIA India is looking for Qari Zarrar.

7. Raheel Shahid Maskar Kotli

With space for 150–200 militants this HM facility focuses on BAT operations sniping arms training and hilly survival techniques. It is among HMs oldest PoJK operational centers.

8. Muzaffarabad Shawai Nallah Camp

This LeT camp on the Muzaffarabad–Neelum Road close to the Chelabandi Bridge is also known as Bait-ul-Mujahideen and has been operational since the early 2000s. Recruits receive instruction in GPS use weaponry, physical conditioning and religious indoctrination. This is where the 26/11 attackers trained. It can accommodate 200–250 militants and is used as a base of operations for attacks on North Kashmir.

9. Bilal Markaz Syedna

JeMs main PoJK center is situated in Muzaffarabad across from Red Fort. For militants it acts as a transit camp before they infiltrate JandK. It usually has between 50 and 100 workers. The facility which is run by Mufti Asghar Khan Kashmiri is also utilized by JeM commander Abdullah Jihad (@Abdullah Kashmiri) and Indian fugitive Aashiq Nengroo. Training is conducted here by Pakistan Army SSG commandos.
