Prime Minister Narendra Modi has called for the vision of Viksit Bharat@2047 to move beyond government programmes and become a people’s movement. During a high-level review meeting in July 2026, he stressed that India’s development journey should be driven by citizen welfare, youth participation and reforms designed around people’s needs. The meeting reviewed rural development, agriculture, social welfare and allied sectors, while also emphasising greater coordination among ministries.
The approach reflects a broader Narendra Modi Government Roadmap in which development is not limited to economic growth. The focus is increasingly on creating opportunities for young Indians, improving governance, strengthening agriculture, building skills for global employment and using technology to deliver better public services.

The Khelo India programme has expanded grassroots sporting opportunities, while the Khelo India Rising Talent Identification (KIRTI) initiative uses data-driven assessments to identify sporting potential at an early age. According to government figures, more than 1.8 lakh assessments had been conducted by June 2026. The wider Khelo India ecosystem included 1,067 Khelo India Centres and 35 State Centres of Excellence.
The emphasis on identifying sporting ability among children reflects the idea behind the “tap kids at 5” approach: talent development should begin early rather than waiting until athletes reach their teenage years.
Building India Into A Global Sports Hub
The roadmap goes beyond medals. PM Modi has called for an integrated strategy for sports development, including sports tourism, international sporting events, technology and innovation.
India is seeking to establish itself as a global sports hub by developing sporting infrastructure, encouraging startups and supporting athletes through scientific training. Existing programmes such as Khelo India and the Target Olympic Podium Scheme (TOPS) provide structured pathways from grassroots participation to elite competition.

The government’s experience with platforms and digital initiatives also supports the larger goal of reducing barriers between citizens and administration. PMGDISHA, for example, trained more than 6.39 crore people in digital literacy before its conclusion in March 2024.

Administrative reform is another key theme. PM Modi has stressed that reforms should improve government functioning while keeping citizen welfare at the centre.
He has called for a whole-of-government approach, stronger coordination among departments and mechanisms to address issues that cut across ministry boundaries. The objective is to make governance more responsive and better suited to India’s rapidly changing needs.
