First Jobs, Now Electricity: Nitish Kumar Ramps Up Bihar Poll Promises
With its important Assembly elections in November this year, the Chief Minister of Bihar, Nitish Kumar, is creating a new wave of populism in the state as it looks to attract crucial voter groups. Having delivered a great promise of creating jobs, he is now interested in an even basic utility; electricity and is promising to give free units to millions of households. Only a few weeks before the voting, such announcements are obviously the pre-election offensive, an attempt to ‘harden the positions and challenge the narratives of the opponents.
In a previous pre-poll decision, Nitish Kumar had unveiled a huge pre-poll promise program of creating one crore job-employment opportunities to the Bihar youth in the next five years (2025-2030). This assurance will increase the government target earlier set of 2020-2025 in which, as the Chief Minister stated, the government has already created 10 lakh jobs to work in the government and close to 39 lakh people have been employed in a number of initiatives by the state. He also declared the setting up of Jananayak Karpoori Thakur Skill University to pontificate skill development and self-employment. This employment-based orientation is a direct solution to one of the most noticeable problems of Bihar regarding massive unemployment and an ensuing flight of young people to other states.

Nitish Kumar went a notch higher as he promised free electricity to domestic users during elections. Beginning August 1, 2025 (effective the July billing cycle) all domestic consumers in the state will not be required to pay up to 125 units of electricity. The decision will help an impressive 1.67 crore families in Bihar at a time when households are coping with increased living expenses.
The declaration is strategic since the Bihar Assembly elections are projected to take place in October or November 2025, some couple months ago.
It’s also regarded as a direct reaction to rival RJD leader Tejashwi Yadav, who had promised 200 units of free electricity. While Kumar’s offer is a bit smaller in units, it is clearly meant to do the same welfare narrative. Aside from immediate relief, the Chief Minister also used this opportunity to promote a huge expansion in renewable energy. He said that in the next three years, solar power plants will be installed on rooftops or nearby public places, for domestic users with the state government covering the total cost for very poor families under the “Kutir Jyoti Yojana.” This aims to produce 10,000 megawatts of solar power in the state, combining welfare with a long-term vision of sustainable energy.

These twin promises – jobs, and free electricity – really aim to address fundamental concerns for the Bihar populace. While the opposition is quick to criticize these as election-year perks, the ruling coalition is attempting to position them as a continuation of its development agenda under the “Saat Nischay” (Seven Resolves) program. As with any election, we will have to see how effectively such promises enjoin electoral behavior at the ballot box for Bihar’s upcoming election.
