After the ghastly act of terror in Pahalgam, Jammu and Kashmir which took 26 lives, India seems to prepare itself for a very significant strategic shift. In fact, the past week witnessed Prime Minister Narendra Modi convening several high-level meetings at his official residence, spurring speculation about a strong follow-up calibrated response. Among such high-octane meetings were representation from all three service chiefs, the Chief of Defence Staff (CDS), National Security Adviser (NSA), and Defence Minister Rajnath Singh.
By all appearances, these discussions will not be in vain. After all, the post-April 29 joint meeting, one-on-one meetings, and hither-to usually separate oney with the heads of Army, Navy, and Air Force signal the seriousness of intentions. Army Chief General Upendra Dwivedi met the Prime Minister on April 30, spending over an hour with him. Admiral DK Tripathi, the Naval Chief, followed on May 3, and Air Chief Marshal AP Singh had his turn on May 4. Continued engagement indeed points to detailed planning and situational assessment of India’s military readiness.

Reports indicate that PM Modi granted operational freedom to the armed forces regarding the manner, target, and timing of India’s retaliation. Although official details remain under covers, sources close to developments imply that military preparedness and intelligence review were key points of discussion. Given Pakistan’s habitual nuclear threats and rhetoric, India’s careful, calculated approach sends a powerful message of tactical patience while being on the ready.
In light of growing public demand for revenge, Defence Minister Rajnath Singh’s speech has only further intensified speculation. Singh addressed a public gathering during which he made a rather inflammatory and emotional statement that action would follow through national sentiment. “It is my duty to give a befitting reply… You know PM Modi’s capability, risk-taking nature, and resolve. Things will happen as you wish,” he said, sparking yet further speculation over upcoming retaliatory measures.

While the nature and timing of India’s response is confidential, the government is preparing for no less than a strong response to the incident at Pahalgam.
