Security arrangements in the national capital have been intensified ahead of the October 10 protest planned by the Cockroach Janta Party (CJP) at Jantar Mantar. According to reports, the Delhi Police have begun a wider surveillance and security exercise to prevent a large mobilisation from reaching central Delhi.
Police officials have reportedly directed station house officers across the city to keep watch on around 2,800 people identified through the Facial Recognition System (FRS) as having alleged criminal antecedents. Officials are checking whether any of these individuals are travelling towards the New Delhi district for the proposed demonstration.
The police action comes after earlier protests in Delhi where authorities said people with criminal records were among those identified around the protest site.
Why Are 2,800 People Being Tracked?
The figure of around 2,800 comes from police identification following the CJP-led July agitation at Jantar Mantar. Police said that 2,873 people who attended or were present around that protest were identified through facial-recognition technology as having alleged criminal antecedents.
According to police claims reported by PTI, nearly 989 of those identified were allegedly linked to heinous offences, while 101 had reportedly been booked in murder cases. These are police allegations about people identified in connection with the earlier gathering and should not be interpreted as a finding that all 2,800 individuals are criminals.
The latest surveillance is intended to determine whether people identified from the earlier protest are again travelling towards New Delhi for the October 10 mobilisation.
Buses and Protest Logistics Under Police Watch
The security preparations are not limited to individuals. Reports say the Delhi Police have also been asked to monitor local bus operators and check bookings to determine who is hiring buses and where those buses are headed.
Authorities are particularly looking for organised transportation of groups towards New Delhi. Police are also reportedly revisiting the logistics arrangements used during CJP’s previous demonstrations, including suppliers and transport providers, to determine whether they have been contacted for the October 10 protest.
This approach indicates that police are focusing not only on the protest venue but also on how large groups could travel into the capital.

Delhi Borders to Face Heightened Surveillance
Police are also preparing for possible movement of protesters through different entry points into Delhi. Reports identify the eastern and Shahdara borders with Uttar Pradesh, along with routes from the southwest, including Rajasthan, as areas where surveillance could be increased.
Barricades and checking arrangements are expected at selected entry points. The objective, according to officials, is to identify large organised movements heading towards the New Delhi district before crowds reach the central protest area.
Jantar Mantar Protest and CJP’s Demands
The Cockroach Janta Party has announced the October 10 demonstration at Jantar Mantar, with its principal demand being the resignation of Chief Election Commissioner Gyanesh Kumar. CJP and several student organisations have jointly announced the planned agitation.
CJP co-convener Saurav Das submitted a formal intimation to the Delhi Police on October 7 regarding the proposed protest. The organisation has maintained that citizens have a right to peacefully assemble and protest.
However, police officials have said that permission for the proposed October 10 protest has not been granted and that prohibitory orders remain in force in parts of the New Delhi district.
Police Prepare for Possible Crowd Movement
The heightened security comes amid several demonstrations in Delhi in recent days. Police have already deployed additional personnel and barricades around important areas near Jantar Mantar, Parliament Street and other parts of central Delhi.
Reports also indicate that additional security forces have been requisitioned, while body cameras and other monitoring measures have been used during recent demonstrations.
The police are therefore preparing for different possibilities, including large crowds attempting to reach the designated protest area or gathering elsewhere if they are stopped.
What to Expect on October 10
The CJP October 10 protest is expected to draw attention because of its political demands and the extensive security preparations surrounding it. With police monitoring people identified from earlier protests, checking bus movements and strengthening surveillance at Delhi’s borders, movement around central Delhi could face additional restrictions.
For residents and commuters, the situation may mean increased checking, barricading and possible traffic disruptions around Jantar Mantar and adjoining areas. The exact scale of restrictions will depend on the police security assessment and developments on the day of the protest.
As October 10 approaches, the focus remains on whether the proposed Jantar Mantar demonstration proceeds as announced and how authorities manage the expected mobilisation while maintaining public order and allowing lawful expression.
