Across India, students have raised their voices demanding justice. From examination cancellations to protests, the Paper Leak crisis has become a serious concern for students, parents, teachers, and policymakers.
But is blaming one government enough to solve the problem? Or do we need to investigate the deeper weaknesses within India’s examination system?

Whenever a paper leak makes headlines, political arguments begin immediately. One side questions the government’s responsibility, while another highlights the role of previous administrations.
However, examination irregularities have occurred under different governments and across different states.
An investigation by The Indian Express, covering 45 major paper leak cases between 2002 and 2025, found that more than 3.86 crore candidates had enrolled in the affected examinations. Its analysis included recruitment examinations, entrance tests, and school board examinations.
The findings highlight an important question: Why does the examination system remain vulnerable despite changes in political leadership?
The answer requires examining examination security, institutional accountability, administrative procedures, and the networks involved in organised examination fraud.
Major Paper Leak Scandals That Shook India’s Education System
India’s examination challenges are not limited to recent controversies. Several major incidents have raised questions about examination integrity over the years.
2015: AIPMT Paper Leak
The All India Pre-Medical Test (AIPMT), a medical entrance examination, faced a paper leak controversy in 2015. The examination was subsequently cancelled and conducted again, disrupting students’ admission plans.
2018: CBSE Paper Leak Controversy
The CBSE Class 10 Mathematics and Class 12 Economics paper leak controversy raised concerns among students and parents about the security of board examinations.
2024: NEET-UG and UGC-NET Controversies
The NEET-UG 2024 controversy triggered nationwide debate over examination integrity, irregularities, and student confidence.
The Ministry of Education referred reported NEET-UG irregularities to the CBI for investigation. Separately, UGC-NET June 2024 was cancelled after inputs indicated that the examination’s integrity might have been compromised.
These incidents demonstrate why examination security must extend beyond the examination hall.
Where Does the Paper Leak Actually Happen?
A question paper passes through several stages before reaching candidates. Each stage requires strict confidentiality and monitoring.

Imagine a judge preparing a confidential judgment. If the decision becomes public before its official announcement, investigators must examine not only who circulated it but also how confidential information escaped.

The same principle applies to examination papers. Identifying the source of a leak is essential to preventing future incidents.

For students, a cancelled examination can mean months of additional preparation, financial pressure, uncertainty about admissions, and emotional stress.
A student preparing for a medical entrance examination may have invested years in achieving one goal. When an examination is compromised, genuine candidates are forced to question whether their hard work will receive a fair opportunity.
Parents also face additional expenses, while students preparing for government recruitment examinations may experience prolonged uncertainty about employment.
The responsibility of protecting examination integrity therefore extends beyond examination authorities. It affects families, educational institutions, and public confidence.
How Can Technology Help Prevent Paper Leaks?
Modern examination security must combine technology with transparent administration and strong accountability.
Possible measures include:

The real question is not simply which government was in power when a paper leak occurred. The bigger questions concern accountability, prevention, and the protection of students’ rights.
India needs an examination system where confidential information remains secure, investigations identify responsible individuals, and genuine candidates are protected from unfair disadvantages.
Punishment is necessary, but preventing the crime before it happens should be the priority.
