UN Security to Meet on India-Pakistan Tension After Pahalgam Attack

An emergency UNSC meeting takes place today for a confidential consultation to handle the increasing tension between India and Pakistan after the fatal Pahalgam terror attack in Jammu and Kashmir during April 22, 2025. Pakistan made a request to convene a meeting because relations between both countries continued to deteriorate at the same time the security conditions in the region became more dangerous.

Multiple civilians lost their lives in the Pahalgam attack apart from the 26 dead tourists resulting in severe Indian condemnation. The attack was blamed on militant groups from Pakistan according to New Delhi although Islamabad remains unconvinced of these claims. India has taken multiple assertive steps following the incident with reported treaty disbanding and halted Pakistani imports to India.

The security forces show increased activity along the LoC following the terrorist attack which claimed 26 lives including tourists in Kashmir. The heightened tensions have emerged from mutual accusations by both India and Pakistan about unprovoked frontier attacks and violations causing further deterioration of their border situation.

The diplomatic and economic tactics pursued by India caused Pakistan to ask for an immediate intervention from the United Nations Security Council. The Pakistani nation seeks to draw worldwide diplomatic support against Indian “aggressive actions” and “provocative statements” from the time of the Pahalgam incident. The Security Council consists of 15 member states with Greece presently serving as the president for the month of May ahead of Pakistan’s non-permanent status.

Permanent Greek Representative Evangelos Sekeris who serves as President of the UNSC has accepted the request for a UN meeting. During his remarks about the Pahalgam terror attack he condemned it but he simultaneously expressed awareness regarding the growing tensions between Pakistan and India. The ambassador recommended consultations before the UNSC to allow each side to present their standpoints which could help minimize the rising situation.

Indian External Affairs Minister Jaishankar is said to have been in touch with the members of the UNSC to give them the Indian view of the Pahalgam attack and the subsequent sequence of events. India will presumably focus on cross-border terrorism emanating from Pakistan and reiterate that those responsible must be brought to justice.

The UNSC meeting is scheduled to be a closed-door consultation, which essentially means the discussions will not be public. It gives an opportunity, however, for a briefing of the international community and perhaps for fostering de-escalation and dialogue between India and Pakistan.

What will come out of the UNSC meeting is still open. The Council has in the past urged for peaceful resolutions of disputes between India and Pakistan and condemned acts of terrorism. However, adopting a single view or specific actions on these matters can be a difficult task when member states have divergent interests.

Having said so, the very fact that the UNSC is convening on the India-Pakistan tensions shows how international concerns regarding further escalation in the region have multiplied; thus, the meeting would be closely monitored by both countries and the international body for any clues on how the issue is set to be treated by the global body. Hopefully, the consultations will act as a catalyst for defusing tensions and reopen diplomatic channels between the two South Asian neighbors.
