EU Launches Investigation into Pornhub and Other Adult Sites Over Child Safety Violations
The EU has launched a probe into Pornhub, Stripchat, XNXX, and XVideos for failing to protect minors under the Digital Services Act.
Pornhub Faces EU Probe Over Child Protection Failures Alongside Stripchat, XNXX, and XVideos Under Digital Services Act
The European Union has an open investigation into leading adult content websites, namely Pornhub, Stripchat, XNXX, and XVideos, upon allegations on their failure to protect minors online. This was made clear by the regulators EU as per the enforcement Digital Services Act (DSA), a sweeping law on online safety passed to hold larger digital platforms accountable.
Specifically, the European Commission has accused them of deficient age verification mechanisms and risk mitigation measures aimed at preventing access to sexually explicit material by minors. Such fines can go up to 6 % of the guilty firm’s global annual revenue if proved to have breached the rules.
As reiterated by Henna Virkkunen, the head of the EU tech, “An online space needs to be a safe space for children to learn and connect. Our concern is around protecting youth and giving them avenues to navigate safely online.” The investigation is a clear indication of increasing pressure on any online platforms with huge users to adopt stringent safety and content moderation policies.

These companies are designated as Very Large Online Platforms (VLOPs) under the Digital Services Act as of 2023, bearing stricter content governance responsibilities. Aylo Freesites Ltd owns Pornhub, registered in Cyprus; NKL Associates manages XNXX, a Czech entity; Stripchat operates under Technius Ltd, also based in Cyprus; and XVideos is part of the WebGroup Czech Republic.
Interestingly, the Commission noticed that Stripchat was changing its status. Stripchat will no longer meet the threshold to be classified as a VLOP because its monthly average of users has recently dropped too much and will disappear from its list within four months. This fact, however, does not prevent it from further investigations or fines for past conduct.
Apart from the high-profile sectors under direct scrutiny, the European Commission indicated a broad enforcement approach. It intends to coordinate efforts with EU member states to monitor and possibly act against smaller pornographic websites that might also breach child protection laws.

This investigation will be a significant step towards the much broader EU agenda of enforcing digital safety meant differentially to yield content harmful to minors. It also sets a precedent that all adult platforms go by compliance and accountability in the digital space, irrespective of their apparent size.
The outcomes of these inquiries will have broad-ranging results, targeting not just Pornhub and its ilk, but the general landscape of content moderation and regulation within the European Union.
