The mishap occurred through Bihar’s Right to Public Services (RTPS) portal, where a residence certificate with all official details, including certificate number and digital signature, was generated. The certificate identified the address as Kaulichak, Ward No. 15, under Masaurhi Nagar Parishad in Patna. Authorities moved into action as soon as the certificate made headlines. The Sub-Divisional Officer (SDO) of Masaurhi was asked to submit a detailed report within 24 hours. The district administration canceled the certificate, registered an FIR against the applicant, the RTPS data operator, and the revenue officer who issued the certificate.
Political leaders and public figures also joined the conversation. Swaraj India’s Yogendra Yadav criticized the functioning of Bihar’s new verification method under the Special Identification Registry (SIR). He pointed out that while Aadhaar and other valid IDs are often rejected, a certificate issued in the name of a dog is easily accepted in the system. Interestingly, this isn’t the first such mishap in Bihar. Just a couple of weeks ago, another residence certificate had been issued in the name of a Sonalika tractor in Munger district. That certificate had the name “Sonalika Kumari” and a tractor image as identification. These repeated instances raise serious concerns about data verification and administrative oversight.
According to district officials, strong action will be taken against those responsible. The administration has vowed to enhance the process of document issuance and increase scrutiny to prevent such errors in the future.
